Walking

When do you say a baby is walking?
We have found that there is quite some discussion about it.
Tim can stand up by himself and walk a couple of steps for over a month, he is walking are a lot of people saying.
Now he can walk for about 5 meters, he is walking, say even more people.
My idea? He is walking when he doesn't crawl anymore, when he is walking all the time.
